Flagler County Sheriff’s Office deputies made 9 arrests this past weekend between 6 p.m. on Friday, May 3, 2024, and 6 a.m. on Monday, May 6, 2024. They handled 540 calls for service and made 99 traffic stops.
“It was a relatively calm weekend considering the Cinco De Mayo holiday on Sunday,” said Sheriff Rick Staly. “I’m glad our residents and visitors celebrated safely and wisely. I did, however, have to conduct a traffic stop this weekend when a Sunday driver got a little to heavy on the gas and was impatient. Remember, one of the simplest things we can do to ensure public safety is to obey traffic laws. In addition to our typical calls for service and traffic stops, the Flagler County Sheriff’s Office also assisted Flagler Beach Police Department after a reported shooting occurred in Flagler Beach. We will continue to support and assist our partner agency as this investigation continues.”
Convicted Felon Arrested on Assault Charge After Spitting on Walmart Employee
On Friday, May 3, at approximately 6:43 p.m., Deputy Nguyen responded to Walmart on Cypress Point Parkway in Palm Coast after receiving a complaint of a battery. He spoke with the victim, a Walmart employee who stated she was involved in an altercation with a customer which escalated to the point that the customer spit in her face.
The altercation began when the customer, later identified as Palm Coast resident Channing Cooks, 37, attempted to return merchandise without a receipt. The victim reported Cooks became highly upset over the matter, then lunged at her, and repeatedly spat on her face while yelling “I have a cold!”
With information provided from FCSO’s Real Time Crime Center, deputies were able to locate Channing’s vehicle at CVS on Old Kings Rd. S. Cooks said it was a misunderstanding and that he had inadvertently sneezed on the victim while having a conversation with her about exchanging baby formula.
After reviewing a surveillance video of the incident and speaking further with the victim, deputies arrested Cooks for Battery – Prior Conviction of Battery and transported him to the Sheriff Perry Hall Inmate Detention Facility. Throughout the drive he shouted profanity and racial slurs at the deputy but after arriving at the jail, apologized for his behavior. Cooks was released on a $2,500 bond.
Cooks was previously arrested for Domestic Battery in 2018, and Violation of Probation in 2019. Additionally, he served 10 years in prison after being convicted of Robbery with a Deadly Weapon in Putnam County in 2006.
“This convicted felon did not learn a thing about managing his anger since his time in prison,” said Sheriff Rick Staly. “His violent behavior escalated what should have been a simple discussion about returning a product, instead he spit in an employee’s face and continued to berate a Deputy Sheriff on his way to jail. He had his chance to cool down at the Green Roof Inn, but if he doesn’t learn to avoid altercations, he will find himself back behind bars.”

Habitual Unlicensed Driver Being Held without Bond
On Sunday, May 5 around 8:30 p.m., Deputy Manka was traveling eastbound on Matanzas Woods Parkway in Palm Coast when he observed a white Dodge van failing to maintain its lane. He followed the van as it turned on to Old Kings Rd. where the vehicle continued to cross over the solid yellow line along the shoulder and veered into another lane.
The vehicle was stopped and the driver said he did not have any ID on him but identified himself as Shawn Timper, 32, of Deltona. After searching the driver and vehicle Information database, Deputy Manka confirmed the driver was Timper and determined he has not had a valid driver license since it was suspended in November 2020. A notice of suspension was provided to him in December, 2020 and again in March 2023 and May 2023.
Timper was arrested for Driving with License Suspended with Knowledge and was transported to the Sheriff Perry Hall Inmate Detention Facility. He is currently being held without bond.
In addition to his initial license suspension, Timper has been arrested four times on traffic-related charges, two for Failure to Appear and two for Driving without a License.
“This isn’t the first habitual unlicensed driver our deputies have taken off the road,” said Sheriff Rick Staly. “I’m continuously proud of the proactive patrols and attention to detail our deputies perform on a daily basis. If you’re an unlicensed driver, I would avoid driving through Flagler County, because it’s only a matter of time before you’re caught and will either enjoy a night stay or an extended stay at the Green Roof Inn.”
