Distinguished Service Awards presented.

Three city employees were recognized for their accomplishments on May 22 at the Volusia League of Cities Annual Awards Banquet at The Club at Pelican Bay, Daytona Beach.

They received the 2014 Distinquished Service Award for “their many contributions to their cities and Volusia County.” They won the awards for their categories out of all the public employees in Volusia County.

John Noble, city engineer, received the award for Public Works and Utilities.

“Public works is not an area that is high profile,” said City Manager Joyce Shanahan. “It’s nice to see him recognized for his hard work over the last several years.”

Noble was responsible for major engineering projects such as Andy Romano Beachfront Park, several road improvements, Central Park lake interconnects, Granada Boulevard improvements, Wastewater Treatment Plant expansion and others.

His value engineering approach resulted in significant cost savings, according to a city spokeswoman. The Hand Avenue project was listed in Storm Water Solutions magazine as being a 2013 Top Project.

Sylvia Frost, office manager, won the award for Parks and Recreation. In 2013, Frost organized more than 400 volunteers, who transformed the Magic Forest Playground into a unique place for children. She also helped in the fundraising efforts, and was recognized for her “immense dedication to her community.”

Christina Maguire, risk manager in Human Resources, won in the “Employee Other” category. Maquire plans the city’s annual wellness day, and last year “was the driving force behind the Mayor’s Health and Fitness Challenge using extraordinary organizational skills.” She also organizes fundraising efforts for several charities.

Volunteer in Community Events went to Brian Daly, who has volunteered with the city for the past 18 years. Daly was very active with the Christmas Parade, Senior Center and The Casements.
