Commissioners, mayor take oaths

Mayor Ed Kelley, along with members the Ormond Beach City Commission, renewed their office oaths Nov. 20, to serve another two years.

The Ormond Beach City Commissioners and Mayor Ed Kelley gathered before the Tuesday, Nov. 11, board meeting, for a reception celebrating their reinstatement.

Zone 1 representative James Stowers was the only commissioner who didn’t run unopposed, and the election results were certified during the meeting. Stowers officially defeated Alan Burton 2,909 to 2,443 to earn re-election.

The commissioners unanimously voted Zone 4 representative Bill Partington into his fifth term on the commission, as deputy mayor.

“If there was a situation on a vote where the mayor had to abstain, or was going to take a position,” Partington said, "then he might have me handle just that particular vote.”

Partington said as deputy mayor he may be asked to fill in for the mayor at events or proclamation readings. The deputy mayor also acts as mayor during the absence or disability of the mayor.

Partington and Zone 2 representative Troy Kent are entering their fifth terms on the commission. Stowers and Zone 3 representative Rick Boehm are entering their second terms.

Kelley was elected as mayor in 2010, after serving as deputy mayor starting 2006. From 1994-1997, he served as a commissioner. He returned to the commission by winning a special election in 2005, when Scott Selis resigned for health reasons.

The commission also voted to adopt rules of parliamentary procedure for its meetings, as well as its commission meeting schedule through 2014.

Next month’s meetings will take place Dec. 4 and 18, and the first meeting of the new year will be held Jan. 8, due to New Year’s Day falling on the first Tuesday of the month, when the meetings are normally held.
