The Volusia County School Board voted unanimously to approve a tentative budget of $995,336,965 and 6.081 mills for the 2019—2020 school year at a special meeting on Tuesday, July 22.
The vote to approve happened after a detailed presentation of how all monies are allocated. Following the presentation, the floor was opened for public comment. No one was present.
The budget encompasses areas of general operating expenses, capital projects, debt service, special revenue, and internal service. The 2019/2020 year has more capital projects in it due to improving buildings such as Pierson Elementary, Chisholm Elementary Phase 1, and George Marks Elementary.
The property tax calculation is based on 6.081 mills. For example, an assessed property value of a $147,135 home, minus a $25,000 homestead exemption, leaves the taxable value of $122,135. At the 6.081 millage, that comes to $742.70 for that household.
Under the general operating budget, appropriations of capital were divided by areas of function and object. Instruction and instructional support used 72% of function, while salary and benefits used up 79% of appropriations by object.
The base student allocation (BSA) for 2019-20 is $4,279.49. That reflects $75.07 more per student than last year. However, that number barely reflects an increase per student compared to pre-recession allocations from 2007-08 when the BSA was $4,163.47.
Following the board approving the tentative budget, in August the superintendent advises the property appraiser of the propose millage, rolled-back rate, time, and date of public hearing. The appraiser prepares notice of propose property taxes and mails a TRIM notice.
On Sept. 10, there is a public hearing and adoption of the final budget.
The superintendent then certifies the adopted millage to the property appraiser and tax collector. The budget is submitted to the Department of Education within three business days after adoption.
